SB191 Summary

• Establishes an independent Alabama Community College System to replace the Department of Postsecondary Education, transferring all authority for community and technical colleges from the State Board of Education to a new Board of Trustees of the Alabama Community College System.

• Creates a new Board of Trustees composed of the Governor (as ex officio president), seven members appointed by the Governor (one from each congressional district), one ex officio nonvoting State Board of Education member, and one at-large member, with Senate confirmation required.

• Appoints a Chancellor as chief executive officer of the Alabama Community College System who serves at the pleasure of the board and directs day-to-day operations of all community and technical colleges under board-approved policies.

• Transfers all powers, duties, funds, employees, and programs previously managed by the State Board of Education and Department of Postsecondary Education (including Adult Education, State Approving Agency, and Private School Licensure programs) to the new system.

• Establishes the Alabama Aviation College as an independent institution within the system focused on aviation maintenance and assembly training, and authorizes the board to operate workforce development programs through community colleges or other sites as needed.
