• Adds Article 3B to Chapter 8 of Title 13A of the Alabama Code, creating Sections 13A-8-75 through 13A-8-78 to address theft of consigned motor fuels.

• Defines "consigned motor fuels" as gasoline, diesel, kerosene, and aviation fuels delivered to a merchant for resale where the consignor retains ownership and the merchant earns commission.

• Requires a written consignment agreement between the consignor and consignee explicitly stating that title to the fuels and sale proceeds remains with the consignor.
