Amends Section 34-7B-1 of the Code of Alabama 1975 to authorize the use of neck brushes in the practice of cosmetology.

Adds "neck brushes" to the definition of cosmetology practices, allowing application with or without massage on the scalp, face, arms, legs, feet, or hands.

The amendment is incorporated into the existing definition of cosmetology alongside other permitted practices such as cleansing, cutting, coloring, waxing, and cosmetic preparations.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
