• Amends Section 25-8-59 of the Alabama Child Labor Law to authorize the Department of Labor to file collection actions for civil penalties in circuit court of the county where the violation occurred.

• Establishes civil penalty amounts of $300 for violations of specified statutory provisions and $1,000-$5,000 for violations of more serious statutory provisions.

• Allows the Department of Labor to assess separate civil penalties for each individual employee affected by an employer's violation and multiple penalties for the same employee if multiple statutory provisions are violated.

• Requires employers to receive notice of violation and provides employers with 30 days to request a hearing or respond in writing; penalties become final if not contested.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
