• Requires Clean Water Act penalty funds received by Alabama for Deepwater Horizon oil spill damages that are not disbursed through the federal RESTORE Act to be deposited into state trust funds.

• Allocates 80 percent of such funds for scientific research on oil spill impacts, environmental restoration of coastal areas, and economic incentives in Baldwin and Mobile Counties.

• Allocates remaining 20 percent of funds for economic incentives and economic diversification initiatives in all other Alabama counties.

• Designates Alabama Department of Environmental Management as lead agency for environmental restoration expenditures and Alabama Department of Economic and Community Affairs as lead agency for economic incentives and diversification expenditures.

• Takes effect immediately upon passage and gubernatorial approval.
