SB232 Summary

• Amends Section 34-8-7, Code of Alabama 1975, to clarify that property owners improving their own property are exempt from general contractor licensing requirements.

• Prohibits municipal governing bodies and regulatory bodies from enacting ordinances or laws that restrict or alter the property owner exemption; any conflicting municipal ordinance or regulation is repealed upon the act's effective date.

• Maintains exemptions for government entities, residential construction, utility emergency work, routine utility maintenance, and specialized maintenance work, all subject to supervision by licensed architects or engineers where required.

• Provides that swimming pool contractors must be licensed, except when a person, firm, or corporation constructs a swimming pool on their own property.

• Establishes subcontractor licensing requirements including one-half the fees of general contractors, submission of financial statements, provision of three references, and exemption from examination requirements.

• Becomes effective immediately upon passage and gubernatorial approval.
