SB246 Summary

• Establishes a program allowing 11th and 12th grade students admitted unconditionally to eligible Alabama public postsecondary institutions to take all courses at those institutions and receive high school credit toward graduation requirements.

• Department of Education shall pay institutions through state appropriation the lesser of: actual tuition/materials/fees costs or the amount the student would have earned in equivalent local school system instructional programs, minus a $200 records administration fee.

• Prohibits eligible institutions from charging students for postsecondary courses taken under the program and requires institutions to accept state payment as full payment.

• Creates misdemeanor criminal penalties for any person who knowingly makes false statements or misrepresentations to enable an institution to wrongfully obtain program payments.

• Becomes effective on the first day of the third month following passage and Governor approval.
