• Provides judicial review of final commission decisions in the circuit court of the county where the commission maintains its principal office, with de novo trial and preference case status.

• Allows temporary relief and supersedeas bonds pending appeal if applicant shows substantial likelihood of success and relief will not harm public health, safety, or environment.

• Becomes effective 12 months following passage and approval by the Governor.
