Amends Section 32-6-3 of the Code of Alabama 1975 to authorize the Alabama Law Enforcement Agency to certify, approve, and train driver education instructors at private driving schools to administer driver's license examinations.

Allows applicants enrolled in driver's education courses to submit proof of passing written, oral, vision, and driving portions of the examination administered by certified instructors at public high schools, private high schools, or private driving schools.

Clarifies that the State Department of Education is not responsible for approving and training private high school or private driving school instructors as third party testing agents.

Updates references from "Department of Public Safety" to "Alabama Law Enforcement Agency" and "Director of Public Safety" to "secretary" throughout the statute.

Takes effect on the first day of the third month following passage and approval by the Governor.
