Allows motor vehicle liability insurance evidence to be presented in electronic format, including display on a cellular phone or other electronic device, in addition to traditional tangible formats.

Specifies that displaying insurance evidence on an electronic device does not constitute consent for law enforcement to access any other content on that device.

Makes law enforcement officers and governmental employees presenting an electronic device subject to liability under Section 36-1-12 for damages resulting from acts taken while viewing the device.

Authorizes the Department of Revenue to establish rules for sending insurance verification notices in electronic format, provided the content meets all chapter requirements.

Becomes effective immediately upon passage and Governor approval.
