Prohibits health insurance entities from establishing quality rating systems for dentists based on cost of services.

Defines "health insurance entity" as any entity providing dental coverage required to be licensed by the Department of Insurance or organized under Article 6 of Chapter 20 of Title 10A of the Code of Alabama 1975.

Requires quality rating systems to be based only on data that is verified for accuracy, made transparent and fair, and accessible to dentists, consumers, and the public.

Mandates fair data be derived from nationally recognized evidence-based or consensus-based clinical recommendations and include patient population characteristics such as case types, condition severity, comorbidities, and patient compliance factors.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
