SB30 Summary

• Repeals Amendments 425 and 555 to the Alabama Constitution and adds new Section 284.01 to establish a revised procedure for local constitutional amendments.

• Requires the Legislature to approve proposed amendments by a three-fifths vote in each house and then vote without dissent on a resolution declaring the amendment affects only one county or political subdivision to place it on a local ballot only.

• If any dissenting vote occurs on the local application resolution in either house, the amendment automatically goes to a statewide referendum requiring approval by both a statewide majority and a majority in affected counties.

• Local amendments approved without dissent require only a favorable vote from qualified electors in the affected county or political subdivision and relevant counties; amendments failing to receive legislative approval without dissent require approval from both statewide voters and affected county voters.

• Governor must proclaim the election and publish notice once weekly for four consecutive weeks in qualified newspapers in affected counties.
