SB325 Summary

• Annexation of property does not automatically extend a municipality's police jurisdiction unless explicitly stated in the general or local law authorizing the annexation.

• Municipalities can only alter their police jurisdiction through annexation or deannexation once per year, effective October 1st for annexations/deannexations finalized by August 1st of that year.

• Municipalities must provide 30 days' notice before enforcing ordinances, collecting license fees, or levying taxes in their police jurisdiction, with notice posted on the Atlas Alabama website and municipal websites if available.

• When annexation results in a county-maintained street being surrounded on at least two sides by municipal streets within the police jurisdiction, the municipality must assume responsibility for that county street within 60 days of annexation.

• Municipalities must annually account for all revenues collected in the police jurisdiction and provide itemized reports of services provided, submitted to the Office of Examiners of Public Accounts and made public within 90 days of fiscal year-end.
