SB33 Summary

• Amends Alabama Code sections 31-10-2 and 31-10-3 relating to the National Guard Educational Assistance Act to revise the definition and calculation of tuition assistance benefits.

• Redefines "tuition" to include instruction costs, fees, and average cost of books and supplies with a minimum of $100 per semester and maximum of $1,000 per semester after federal benefits are applied, capped at $2,000 annually.

• Requires all applicants for tuition grants to complete the Free Application for Student Financial Aid (FAFSA) as a condition of eligibility.

• Maintains existing restrictions that no individual can receive more than 100 percent of covered expenses when combined with federal veterans' benefits, and limits eligibility to 12 years after first payment.

• Became effective on the first day of the third month following passage and approval by the Governor.
