• Amends Act 547 of 1965 to modify the Civic Center Authority board structure for Jefferson County, establishing a 9-member board consisting of the mayor of the largest municipality, the county governing body chair, and 7 elected members.

• Establishes specific seat designations (seats 1-7) for elected directors with designated terms expiring in 2015, 2016, and 2018, with seat 1 reserved for a branch courthouse area resident and seats 2-3 for largest municipality residents.

• Requires House of Representatives and State Senate members from Jefferson County to separately and alternately elect directors to fill expiring terms and vacancies, with the first vacancy filled by House members and second by Senate members.

• Sets all board terms to commence October 1 and last four years, ending September 30, with no appointments to fill expiring terms made sooner than 120 days prior to term start.

• Becomes effective immediately upon passage and approval by the Governor.
