• Amends Sections 6-5-332.1 and 6-5-332.2 of the Alabama Code to clarify civil immunity protections for response action contractors handling hazardous materials and oil spills.

• Extends civil immunity to response action contractors even when they receive compensation for providing response services, removing the previous restriction that limited immunity only to those receiving reimbursement for out-of-pocket expenses.

• Adds gasoline to the statutory definition of "oil" for purposes of civil immunity protections when responding to oil spills.

• Maintains exceptions to immunity for persons whose acts or omissions proximately caused the original or additional discharge, and for those engaged in gross negligence, reckless, wanton, or intentional misconduct.

• Effective on the first day of the third month following passage and approval by the Governor.
