Removes the five members of the State Personnel Board from the State Employees' Insurance Board, effective upon the bill's passage.

Creates four appointed positions to replace the removed State Personnel Board members: two appointed by the Governor, one by the Speaker of the House of Representatives, and one by the Lieutenant Governor.

Requires appointees to have a degree or professional experience in finance, business administration, health care administration, group health insurance management, or health care law, and prohibits them from being owners or employees of businesses contracting with the board.

Establishes staggered initial terms for appointees: Governor's appointees expire January 31, 2016 and 2018; Speaker's appointee expires January 31, 2017; Lieutenant Governor's appointee expires January 31, 2019; subsequent terms are four years.

Changes board chairperson selection from the State Personnel Board Chairman to annual election by board members via majority vote.
