• Amends Act 2012-196 to authorize city mayors in Jefferson County to designate city officers or employees to issue motor vehicle registrations and license plates.

• City license plate officials may only issue registrations for city residents and only for vehicles previously registered in Alabama by the current owner.

• Cities retain standard issuance fees collected and may levy an additional annual issuance fee not to exceed $5 per vehicle plate, with fees deposited to the city general fund for office operations.

• Cities deduct and retain commissions on ad valorem tax assessments and collections at a rate of 1 percent for assessments and 1 percent for collections (for state and county general funds).

• City license plate officials and employees must be bonded by an authorized bonding company and subject to audit by the Examiners of Public Accounts, with retroactive effect to April 1, 2014.
