SB399 Summary

• Russell County Commission may levy an additional annual issuance fee of up to $10 on each motor vehicle registration upon adoption of a resolution by recorded roll call vote.

• The fee is due at the same time as state license and registration fees and may not be collected more than once per 12-month period per vehicle.

• Persons exempt from ad valorem taxes under Alabama Code Section 40-9-21 are exempt from the fee for one motor vehicle per year.

• Fee proceeds are distributed with 40% going to the City of Phenix City's general fund for road, bridge, and sidewalk maintenance, and 60% to Russell County's general fund with discretionary authority to allocate a portion to the City of Hurtsboro for similar infrastructure purposes.

• The act became effective January 1, 2016.
