Applies only within the corporate limits of the City of Millbrook in Elmore and Autauga Counties.

Authorizes the City Council to regulate and permit the sale of alcoholic beverages for on-premises consumption only on Sundays after 12:00 p.m. at licensed retail establishments including hotels, conference centers, and golf courses.

Requires all servers of alcoholic beverages at licensees granted Sunday sales authority to complete responsible vendor training as provided by the Alcoholic Beverage Control Board.

Authorizes the City Council to permit the sale and distribution of draft beer by retail licensees, but prohibits the sale of keg beer for off-premises consumption.

Becomes effective immediately upon passage and approval by the Governor.
