Amends Section 34-14C-5 of the Code of Alabama 1975 to add a new exemption from home medical equipment licensing requirements for out-of-state providers.

Out-of-state providers of home medical equipment and services are exempt from licensure if they comply with state or federal law and provide services to Alabama Medicaid recipients.

Maintains existing exemptions for entities including home health agencies certified for Medicare/Medicaid, hospital-based services, health care practitioners, manufacturers, pharmacies, hospice and skilled nursing facilities, governmental agencies, and mail order companies.

Becomes effective immediately upon passage and approval by the Governor.
