Authorizes Cullman County Commission to conduct events requiring collection of fees and disbursements to event winners at five county parks: Agricultural Trade Center, Clarkson Covered Bridge, Smith Lake Park, Sportsman Lake Park, and Stony Lonesome OHV Park.

Requires establishment and maintenance of a Cullman County Park Event Disbursement Fund in a bank located in Cullman County to hold all collected fees.

Allows the Cullman County Commission or authorized agents to draw from the fund for disbursements to event winners, with remaining funds transferred to the individual park fund responsible for each event and treated as public funds.

Requires the Commission to maintain accounts of all collected fees and disbursements subject to audit by the Department of Examiners of Public Accounts at the same time as other county accounts.

Preserves existing governmental immunity granted to Cullman County and its authorized agencies and agents.
