Transfers appointment authority for county human resources directors from county boards to the State Department of Human Resources Commissioner, who shall appoint directors pursuant to State Merit System law.

Removes provisions allowing county boards to reimburse board members for traveling and other expenses incurred while attending meetings or conducting department business.

Eliminates the county board's discretion to appoint county directors and establishes that the State Commissioner may use county or statewide eligibility registers when filling vacancies.

Allows current county directors to serve in an acting capacity until new appointments are made under the State Merit System process.

Becomes effective October 1, 2015.
