• Changes the calculation of average daily membership (ADM) for Alabama's Foundation Program from the first 20 scholastic days following Labor Day to the first 90 scholastic days of the preceding school year.

• Applies the new 90-day ADM calculation to teacher unit allocation, textbook allowances, and current teacher unit comparisons between school years.

• Maintains existing provisions allowing alternative calculation methods in extreme circumstances with State Superintendent approval and reporting to legislative committees.

• Becomes effective on the first day of the third month following passage and Governor approval.
