SB454 Summary

• Increases Alabama State University Board of Trustees membership by two at-large members who may be selected from outside the state.

• Reduces trustee term lengths from 12 years to 6 years and limits members to a maximum of two consecutive six-year terms (12 years total service).

• Establishes a nominating committee consisting of seven members including board representatives, faculty/staff, student government, business community, Montgomery County legislators, and national alumni association to submit three qualified candidates to the Governor for each trustee appointment.

• Permits emergency board meetings when circumstances present risks to health, safety, property, or university operations, with 72-hour notice required unless circumstances demand sooner convening.

• Allows board members to participate in meetings via telephone, video conference, or similar electronic communications equipment provided a majority physically attends the noticed meeting location and public access is maintained.
