• Amends Act 83-480 to establish a hazardous waste disposal fee of $3.50 per ton at commercial sites in Sumter County, applying only to material that is land filled and excluding stored, transshipped, recycled, or processed material.

• Distributes fee proceeds in monthly installments with $4,675 to Hill Hospital (Bond Obligation), $4,000 each to Sumter Industrial Board, Solid Waste Fund, and City of Livingston Fire and Rescue Department.

• Allocates remaining proceeds after initial distributions among 24 recipients including Sumter County Commission (30% unearmarked), Board of Education (15%), University of West Alabama (5%), and various cities, towns, and organizations with percentages ranging from 0.5% to 5%.

• Requires all fund recipients to be nonprofit or governmental entities and mandates annual financial reporting to the Sumter County Commission Chair and legislative delegation.

• Repeals Act 90-612 (Acts 1990, p. 1124) as amended by Act 94-700 (Acts 1994, p. 1350); becomes effective on the first day of the first month following passage and approval.
