Applies only to the City of Wetumpka and authorizes the City Council to permit alcoholic beverage sales for on-premises consumption by restaurants, hotels, and night clubs on Sundays between 12:00 p.m. and 9:30 p.m.

Extends Sunday alcohol sales to any time after 12:00 p.m. on Sundays when New Year's Eve (December 31) falls on that day.

Requires establishments to be properly licensed retail licensees with the Alcoholic Beverage Control Board and prohibits unlicensed vendors from selling, dispensing, or permitting consumption of alcoholic beverages on Sunday outside authorized hours.

Authorizes the City of Wetumpka to enact ordinances to regulate any aspect of Sunday alcoholic beverage sales as it deems appropriate.

Becomes effective immediately upon passage and approval by the Governor.
