Prohibits discrimination in hiring, promotion, discipline, or termination of state employees and prospective state employees based on race, color, religion, national origin, ethnicity, sex, sexual orientation, gender identity or expression, disability, or age.

Allows employees or prospective employees who experience discrimination to file complaints with the State Personnel Department.

Authorizes the State Personnel Department to adopt rules under the Administrative Procedure Act to implement the discrimination prohibitions.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
