Prohibits any person from using, delivering, selling, manufacturing, or possessing with intent to deliver, sell, or use nitrous oxide cartridges containing food grade or pharmaceutical grade nitrous oxide.

Establishes a Class B misdemeanor penalty for violations of the prohibition.

Requires nitrous oxide cartridges used in violation of the law to be treated as contraband subject to state forfeiture laws.

Defines "nitrous oxide cartridge" as a cartridge, charger, or canister containing food grade or pharmaceutical grade nitrous oxide as a principal ingredient.

Takes effect on the first day of the third month following passage and approval by the Governor.
