Authorizes the Hale County Commission to set additional issuance fees collected by the Judge of Probate for seven types of transactions, including license tags ($5), motor vehicle titles ($2), mobile home titles ($2), driver's licenses ($1.50), duplicate driver's licenses ($1.50), privilege licenses ($25 flat rate plus section codes), and notary fees ($4).

Requires all additional fees collected to be paid into the county's general fund and used exclusively for the operation of the probate office.

Becomes effective on the first day of the third month following ratification of a constitutional amendment authorizing the Legislature to fix and alter court costs in the county.
