SB 502 Summary

• Proposes a constitutional amendment to Alabama's 1901 Constitution effective January 1, 2017, eliminating all constitutional requirements that restrict how state revenues may be appropriated or spent.

• Prohibits any general or local law from directing state revenue to be appropriated or spent in a particular manner.

• Allows all appropriations for ordinary expenses of executive, legislative, and judicial departments, public debt interest, and public education to be included in a single unified general appropriations bill.

• Requires voter approval by majority of qualified electors voting in accordance with Sections 284, 285, and 287 of the Alabama Constitution.

• Election officials shall assign a ballot number and set a description stating the amendment disallows limitations on state revenue appropriations and allows for a unified appropriations bill.
