Requires the Legislative Reference Service to review all rules certified by the Board of Medical Examiners and Medical Licensure Commission to determine if they constitute anticompetitive and unfair methods of competition.

If the Legislative Reference Service finds probable cause that a rule is anticompetitive, it must certify this to the Joint Committee on Administrative Regulation Review, which must then meet to review and take action on the rule.

Allows the Board of Medical Examiners and Medical Licensure Commission to voluntarily submit previously adopted rules for the same anticompetitive review process.

If the committee determines a rule is anticompetitive and unfair, the board or commission must propose an amendment to eliminate the problematic portions or propose repeal of the rule.

Authorizes the Legislative Reference Service to charge a fee to recover the costs of conducting the anticompetitive review in addition to existing fees.
