• Prohibits state agencies from applying new or amended rules, specifications, or requirements to persons or entities providing services on an ongoing project after the project has started.

• Exceptions allow state agencies to impose new requirements in cases of fraud, breach of contract, or federal funding requirements.

• Applies to all work performed for the duration of any ongoing project or job with a state agency.

• Became effective immediately upon passage and approval by the Governor.

• Passed the Alabama Senate on April 9, 2015 with a vote of 31-0 after one amendment.
