Proposes a constitutional amendment limiting Alabama state legislators to three consecutive full terms in either the Senate or House of Representatives.

Defines an election for at least two years as equivalent to a full term for purposes of calculating term limits.

Exempts all legislative service prior to November 2014 from counting toward the three-term limit, allowing legislators serving before that date to run again without disqualification.

Requires the amendment to be approved by a majority of qualified electors voting in a statewide election conducted according to state election laws.

Directs election officials to place the amendment on the ballot with a yes/no option and specific language describing the term limits provision.
