SB 69 Summary

• Requires employers, companies, or individuals bidding on public works projects and federally-overseen disaster projects utilizing $5,000 or more in government funds to submit a certification and staffing plan with their bid.

• Staffing plan must include job descriptions, skill levels, wage information, number of vacant positions, recruitment strategies for Alabama residents, and pledge to use in-state workers throughout the contract.

• Prohibits contractors and subcontractors from hiring new personnel to fill vacant positions from the date of contract award until 10 business days after the Alabama Department of Labor receives the staffing plan, except for Alabama residents who can verify residency or those referred by the Department of Labor.

• Establishes Alabama Department of Labor responsibilities to develop quarterly reports tracking employment data, improve workforce training programs, and maintain a list of qualified Alabama citizens eligible for employment under this act.

• Voids the contract award if employers, companies, or individuals fail to comply with the bill's provisions.
