• Requires preliminary petition with 1,000 qualified voter signatures and $1,000 filing fee (refundable if initiative succeeds); final petition requires signatures equaling 7% of votes cast for Governor in last election, with minimum 1% from each congressional district.

• Legislature receives proposed initiatives and may sponsor them as bills during regular session; if not enacted by day 30 of session, initiative is placed on ballot; Legislature may offer alternative proposal to appear alongside original initiative.

• Constitutional amendments require 10% of gubernatorial votes with 1.3% minimum per congressional district; limited to maximum two initiative proposals per legislative session.

• Approved initiatives cannot be repealed or amended except by voter vote; identical failed initiatives cannot be resubmitted within two years.
