Expands Alabama's Medicaid program to provide assistance to all eligible persons for whom federal matching funds are available under the Patient Protection and Affordable Care Act.

Federal government will fund 100 percent of expansion costs for three years starting in 2014, decreasing to 95 percent in 2017 and 90 percent in 2020.

Designates the Alabama Medicaid Agency as lead agency for implementation and authorizes it to request assistance from any state or federal agencies or entities.

Legislature shall annually appropriate adequate funding to the Alabama Medicaid Agency for implementing and operating the Medicaid expansion program.

Bill becomes effective on the first day of the third month following passage and approval by the Governor.
