Eliminates the filing fee required for petitions to expunge criminal records under Alabama Code Sections 15-27-1 and 15-27-2.

Authorizes expungement of records for misdemeanor offenses, violations, traffic violations, and municipal ordinance violations when charges are dismissed with prejudice, no-billed, result in acquittal, or dismissed without prejudice after two years with no subsequent convictions.

Authorizes expungement of felony records (except violent offenses) when charges are dismissed with prejudice, no-billed, result in acquittal, dismissed after successful completion of drug court, mental health court, diversion, veteran's court, or deferred prosecution programs, or dismissed without prejudice after five years with no subsequent convictions.

Requires the Administrative Office of Courts to develop and distribute a simple, uniform petition form for expungement to all circuit courts and make it available on its website.

Repeals Section 15-27-4 of the Code of Alabama 1975 relating to expungement filing fees; becomes effective on the first day of the third month following passage and approval.
