Applies to municipal water works boards serving water customers or owning assets in four or more counties outside their authorizing municipality's county as of January 1, 2015, or thereafter.

Reorganizes board composition to include six members appointed by the municipality, one member appointed by the county association of mayors (limited to one full term), and one member appointed by each county commission for counties with more than 5,000 water customers or a major reservoir.

Limits all board members to a maximum of two full terms, including current members, with transition provisions for members already serving prior to the act's effective date.

Caps board member compensation at $1,000 per month, requires approval by majority roll call vote for personal expense reimbursement, prohibits reimbursement for alcoholic beverages or entertainment, and makes expense records public.

Requires 30 days' advance notice and public hearing before any water rate increase, subjects board members to State Ethics Law, prohibits board members from being elected officials, and subjects the board to the Alabama Open Meetings Act.
