SJR 56 Summary

• Establishes the Alabama One-Call Notification System Study Commission to study and make recommendations regarding underground utility damage prevention laws.

• Commission shall analyze whether a single statewide One-Call notification system should be required for all underground utility operators and review adequacy of current law enforcement provisions.

• Commission membership includes 19 appointed positions from utilities, government agencies, industry associations, and other stakeholders, plus additional members appointed by the Speaker of the House, President Pro Tempore of the Senate, and Governor.

• Commission chair appointed by the President of the Public Service Commission; members serve without compensation and may meet via teleconference.

• Final report and recommendations due to Legislature and Governor by December 31, 2015, for consideration during the 2016 Regular Session.
