SJR74 Summary

• Urges the Governor to create an Alabama Commission on Railway Safety comprised of up to 17 members to review current railroad safety laws, regulations, and procedures in the state.

• Commission shall recommend improvements including implementing innovative technology, improving highway traffic flow and grade separation, closing redundant grade crossings, and increasing funding for the Alabama Department of Transportation's Section 130 Program.

• Membership includes representatives from state agencies (Public Service Commission, Department of Transportation, Emergency Management Agency, Law Enforcement Agency, State Fire Marshal), local government associations, law enforcement organizations, railroad industry representatives, and Operation Lifesaver-Alabama.

• Law enforcement associations and firefighters associations may appoint maximum of two representatives each from areas with rail grades and crossings in their jurisdictions.

• All state agencies are directed to cooperate fully with the commission in accomplishing its objectives, and the resolution shall be presented to the Governor.
