SJR76 Summary

• Establishes the Alabama One-Call Notification System Study Commission to study and make recommendations regarding underground utility damage prevention laws.

• Commission directed to examine whether a single statewide One-Call notification system should serve all of Alabama, adequacy of enforcement provisions, and other safety-related matters related to the One-Call law.

• Commission membership consists of 20 specified positions including representatives from utilities, state agencies, local governments, construction and contractor associations, railroads, cable and water/wastewater industries, and the Executive Director of Alabama 811, plus additional members appointed by legislative leaders and the Governor.

• Commission chair elected by majority vote at first meeting to be called by July 1, 2015; members serve without compensation or expense reimbursement.

• Commission must submit report and recommendations to Legislature and Governor by December 31, 2015 for consideration during the 2016 legislative session.
