Urges local boards of education to decide and provide notice by September 1, 2015, whether to register as charter school authorizers under Act 2015-3.

Local boards registering as authorizers must submit applications to the State Department of Education detailing their capacity, commitment, strategic vision, applicant solicitation plan, and performance framework for charter schools.

Boards choosing not to register will deny all startup public charter school applications within their boundaries, though applicants may apply directly to the Alabama Public Charter School Commission.

Urges the Alabama Public Charter School Commission to take sufficient time developing its rules before hearing appeals from locally denied charter school applications.

Establishes the deadline for the State Board of Education to make the authorizer application format available as June 1, 2015, and requires school boards choosing to authorize to issue charter school requests for proposals within 120 days of Act 2015-3 enactment or by July 17, 2015.
