Expressly supports soil conservation through landowner participation with local soil and water conservation districts in federal programs including the Conservation Reserve Program, Environmental Quality Incentives Program, Conservation Stewardship Program, Agricultural Conservation Easement Program, and Regional Conservation Partnership Program.

Supports the Small Watershed Rehabilitation Program authorized by the Watershed Protection and Flood Prevention Act.
