Amends Rule 4 to clarify floor privileges by changing "one employee each of the majority and minority caucuses" to "one employee of the majority caucus and two employees of the minority caucus."

Amends Rule 21 to add the word "except" before "while the yeas and nays are being called" and clarifies that House amendments and conference reports may be read unless copies are made available to all Senators.

Amends Rule 37 to extend minimum dress standards to "committee meetings while in session" in addition to the Senate Chamber, requiring coats and ties for males and suitable dresses or blouses and skirts/pants suits for females.

Amends Rule 39 to add "or motions to confirm an appointment" to the list of matters subject to the one-hour debate limit per speaker and removes language limiting the Presiding Officer's discretion to recognize bill sponsors.
