Requires all Alabama higher education institutions that receive state appropriations or state-funded student awards and grants to mandate ethics training for governing board members, approved by the Alabama Ethics Commission.

Board members serving at the time of enactment must complete ethics training within six months; newly appointed members must complete training within 120 days of appointment.

Allows board members to satisfy training requirements by attending an in-person program approved by the Alabama Ethics Commission or completing an online educational review of Alabama Ethics Law on the commission's website.

Requires each board to adopt a code of ethics resolution by June 1, 2016 (or earlier if already established) establishing an ethics compliance form to be completed annually by all board members.

Ethics compliance form must disclose business and professional relationships with other board members, substantial contractual and financial interests in the institution, and intent to comply with board standards and accrediting agency requirements; form must be signed and attested to by the board member under penalty of perjury.
