HB52 Summary

• Changes the minimum age requirement for first grade enrollment from six years old on or before September 1 to six years old on or before December 31 (or the date school begins in the enrolling district).

• Allows children who become six years old by December 31 to enroll in first grade at the opening of school or as soon as practicable thereafter.

• Maintains exceptions for underage children who transfer from first grade in another state with board of education approval and for underage children who completed a mandated kindergarten program in another state.

• Allows children who reach six years old on or before February 1 to be admitted at the beginning of the second semester with local board approval in districts with semiannual promotions.

• Becomes effective immediately upon passage and approval by the Governor.
