• Appropriates $37,430,811 from the Children First Trust Fund for fiscal year ending September 30, 2017, to multiple child-serving agencies including the Department of Human Resources ($9,311,270), Department of Youth Services ($8,107,318), and Department of Public Health ($4,655,634).

• Requires all tobacco settlement revenues designated for the Children First Trust Fund to be deposited within 30 calendar days of receipt and mandates the State Director of Finance to notify agencies in writing of anticipated allocations prior to September 1, 2016.

• Establishes quarterly allocation schedule where agencies receive at least one-fourth of their total appropriation each quarter when tobacco revenues are available, with allocations conditioned upon receipt of tobacco funds.

• Appropriates an additional $44,537,126 from other tobacco settlement funds for fiscal year 2017, with $27,901,260 allocated to Alabama Medicaid Agency and $13,000,000 for 21st Century Debt Service.

• Transfers to the State General Fund any portion of Children First Trust Fund receipts currently allocated for the State Board of Education during fiscal year 2017, and requires the Department of Early Childhood Education to certify approved investment plans before funds are allotted.
