Appropriates $632,997 from the Education Trust Fund to Talladega College in Talladega, Alabama for the fiscal year ending September 30, 2017.

Appropriation is subject to provisions of the Budget and Financial Control Act and The Budget Management Act of 1976 under Code of Alabama 1975.

Requires submission of an operations plan for fiscal year 2017 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

Requires submission of an audited financial statement for fiscal year 2015 operations before funds are released.

Requires quarterly reports comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.
