Proposes a constitutional amendment to allow concealed pistol permit holders under Alabama Code Section 13A-11-75 to carry concealed pistols on public and private college campuses.

Permits public and private institutions to establish rules for pistol storage in dormitories and residential facilities owned or operated by the institution.

Allows public institution presidents to adopt reasonable rules limiting pistol carrying on campus after consulting with students, staff, and faculty, subject to review and potential amendment by the board of trustees by a two-thirds vote within 90 days.

Allows private institutions to prohibit pistol carrying on campus, on grounds where institution-sponsored activities occur, or in institution-owned passenger vehicles.

Provides immunity from damages for institutions and their officers or employees for actions or inactions under the amendment, except for arbitrary or capricious conduct or claims based on conduct of armed employees; permits the Legislature to establish criminal penalties for violations.
